Magpantay, according to PHO Provincial BHW Coordinator Alice Miranda, hailed the BHWs for their exemplary commitment and wholehearted support to the health programs of the government.

“The BHWs are our partners in the implementation of health programs and serve as frontliners in the delivery of health services directly to target beneficiaries in the communities,” Magpantay said.

Lingad’s 29th death anniversary commemorated

December 17th, 2009

Twenty nine years ago, on December 16, 1980, two bullets from an assassin’s gun felled Jose B. Lingad, a former Pampanga governor and public servant, now a martyr who fought for freedom and good governance.

The provincial government led by Governor Eddie T. Panlilio, spearheaded the commemoration rites by way of a program in San Agustin, City of San Fernando, at the exact same spot where Lingad was gunned down and where a marker stands as testimony to the event that is considered a blow to democracy.

Panlilio paraphrased a quote which aptly describes Lingad’s legacy, saying “the blood of martyrs is the seed of democracy”. His record in government service was both dynamic and clean, any charges to the contrary were never proven, the governor said.

According to Emy Lingad, JBL’s son and former congressman, his father refused to kow tow to the dictatorship of the President Ferdinand Marcos, and fought for the principles of democracy and good governance that he had always espoused.

Lingad’s son also thanked the provincial government and those who still remember the contribution of his father to the province.

During the program, Marco Lazatin read a short biography of Lingad while local poet Romeo Rodriguez gave a welcome remarks reflecting on the life of Lingad that had made him a noteworthy son of Pampanga.

Panlilio noted that Lingad’s sacrifice 29 years ago remains relevant to the present day, especially now that the elections are coming up.

“He is one of the original members of the Liberal Party,” and recalled Chino Roces’ statement during Lingad’s interment, that “his death was not a cause for sorrow, but a triumph for democracy”.

His death, Panlilio said, opened the hearts and minds of the people against the dictatorship and contributed to the historic People Power Revolution in 1986.

“The very same values that he lived by and the courage that he exhibited are what we should look for in our government officials, and what should guide voters in their choice of candidates.”

Lingad was part of a triumvirate of friends who were natives of Lubao town, and who became leaders and contributed to nation building, and who include former President Diosdado Macapagal and actor Rogelio dela Rosa.

He was also one of those immediately incarcerated after Martial Law was declared in 1972, in the sterling company of Benigno “Ninoy” Aquino, Jr., and Cesar Climaco, among others.

The Pampanga provincial government shall rehabilitate and improve the spot where the Lingad marker stands as a tribute to his lasting contribution to the province, in particular, and the nation in general, Panlilio vowed.
